Singapore's Future Grid Capabilities Roadmap

Posted:04/23/2026Last Modified:04/24/2026

Project Description:

Announced and elaborated upon during the Singapore International Energy Week (SIEW) in late October 2024, the Energy Market Authority (EMA) has updated its "Future Grid Capabilities Roadmap." This strategic initiative is designed to handle the complexities of integrating imported low-carbon electricity and distributed solar photovoltaics. A central pillar of this 2024 update is the formalization of the regulatory sandbox for Virtual Power Plants (VPPs).

The roadmap outlines how Singapore will leverage AI and digital twin technologies to manage grid stability amidst high intermittency. Specifically, in the second half of 2024, EMA launched calls for proposals to test aggregated distributed energy resources (DERs) providing regulation services. The roadmap sets a clear trajectory for transforming consumers into active market participants ("prosumers") by enabling commercial and industrial storage systems to participate in the wholesale electricity market. This case exemplifies a densely populated urban economy's strategy to maximize grid efficiency through software and market design rather than land-intensive infrastructure.
