On December 5, 2014, EC2 organized “Low Carbon Model Towns Joint Projects & City Matching Workshop” at the China National Hall of Science and Technology. This event took place in the framework of EC2 initiative Low-carbon Model Town, led by the National Energy Administration (NEA) and related to Chinese participation in Asia Pacific Economic Cooperation (APEC). In APEC Chinese Year 2014, relevant Chinese Low-Carbon Model Towns (LCMT) in the process of being planned and developed were showcased in front of APEC partners. EC2 has been asked by NEA to provide a methodological support on two low carbon districts as well as the promotion of the plans of the 26 Chinese cities that are part of the APEC LCMT scheme to European cities and businesses.
The aim of the workshop was triple: firstly sharing the achievements of the activity related to low carbon planning and indicators development that EC2 has contributed with its experts in collaboration with Shenzhen International Low-Carbon Town and the research institutes: Shenzhen Institute of Building Research IBR and CECEP; secondly, sharing the results of the low carbon planning of Xuwei New District, LianYungang, developed by the expert teams of Xuwei and Tianjin University, in conjunction with EC2 experts; thirdly, it was the occasion in which a number of Chinese cities of the APEC Low Carbon Model Town scheme and three European cities met to find possible areas of collaboration at policy and business level.
The morning session was restricted to the participation of EC2, Tianjin University (partner of EC2 in this activity), experts’ team, representatives from the Cities of Barcelona, Genova and Dublin and from the Cities of Fuyang (Zhejiang Province), Zunyi (Guizhou Province) and Zhenjiang (Jiangsu Province) and LianYungang (Jiangsu Province). Presentations and exchanges took place in relation to the themes of Culture, Circular Economy and Nature in low carbon cities.
The representatives from different cities presented their own projects. Firstly Ms. Huang Dongfeng from Zhejiang gave a detailed description of Yinhu Technology Park of Fuyang. Then Mr. Vicente Guallart, chief city planner of Barcelona, presented the whole urban planning of Barcelona systematically. After that, Mr. Chen Yahai, vice president of Moutai Co, Ltd., provided a general presentation of Zunyi city and Moutai Eco-Circular Economy Industrial Park while Ms. Aideen O’Hora from The Green Way-Dublin’s Cleantech Cluster introduced circular economy development in Dublin. Relevant information and details concerning the development of Guantang New Town, Zhenjiang in China and Genova in Italy were respectively given by Mr. Miao Difei from Zhenjiang Communication Investment Group, and Mr. Stefano Bernini, vice mayor of Genova as well as Ms. Gloria Piaggio, director of Genova Smart City. Mr. Zhao Jin from Lianyungang presented the Chinese Eastern Central Western Demonstration Area, a new industrial site with a port under construction in the terminal part of the Silk Road.
