The key objectives of the APEC PREE are to: a) share information on energy efficiency performance, as well as policies and measures for energy efficiency improvement; b) explore how energy efficiency goals could be effectively formulated in each APEC economy under review, taking into account the diversity of the strategies and circumstances of individual economies; c) monitor progress toward attaining energy efficiency goals and the implementation of action plans.
The objective of Follow-Up PREE in PREE Phase 4 is to help a previous PREE-hosted economy to more smoothly implement recommendations on energy efficiency action plans which have already been given by PREE review team members. The project aims to assist the host economy to obtain in-depth knowledge through workshops where other economies’ experts share their expertise on how to implement the best practice recommended by review team in previous PREE for the host economy. As a result of PREE project, APEC member economies are expected to understand how to implement their energy efficiency action plans and to have opportunities for investment on energy efficiency.
Deliverables of PREE will include a Peer Review Report on Energy Efficiency for the host economies, which will include identification of barriers to the effective implementation of the action plans and the recommendations for overcoming the barriers. The report will cover a variety of issues such as institutional framework, goals and strategy, data collection and monitoring, policy measure in industries, power, transportation, residential and commercial sectors and R&D. Peer Review Reports will be presented to EWG members for their consideration at the next EWG meeting after they are prepared.
The key outputs of PREE Phase 4 are:
- Recommendations for energy efficiency goals and action plans based on the strategies and circumstances of each host economy.
- Documentation of expert recommendations in the form of a Peer Review Report. The endorsed Peer Review Report will be made publicly available through the Internet.
- Workshops presenting the results of PREE including expert recommendations
The beneficiaries are:
- The policy makers and government officials of the PREE host economies who are responsible for energy efficiency policy. They will gain valuable recommendations on how to improve their energy efficiency policies, including goals and strategies, institutional frameworks, financial incentives and R&D. Other government officials will also be beneficiaries indirectly through sharing such information and lessons learned.
- In the long term, businesses and consumers will benefit indirectly, from the lower costs that improved energy efficiency will provide, while everyone will benefit from improved preservation of the natural environment.
- Through dissemination of the report, lessons learned by the host economy can benefit other APEC economies.
