A smart city should be able to respond faster to local and global challenges than one that has a simple “transactional” relationship with its citizens, the institute said.
Since 2009, Wuxi has promoted the development of the internet of things to achieve world-class smart city status.
By leveraging ICT resources, the city established a sensor center for China and also created a State-level demonstration sensor network in 2009, which plays an important role in boosting IoT development.
A number of IoT technology projects have been applied in a wide range of fields, such as infrastructure construction, city management, safety operations, transportation, energy conservation and environmental protection, healthcare, housing, culture and education.
Wuxi has used IoT technologies to make several technological achievements in smart communities, tourism, security protection and transportation. Some of them have been copied in other provinces and cities.
Baolong City Plaza in Wuxi has used a smart parking system which integrates a high-precision sensor, large wireless sensor networks and cloud-computing technologies.
It conducts real-time monitoring at the parking area, and has realized automatic charging and parking guidance based on a monitoring sensor.
After using the central charging system, traffic speed has increased about 70 percent, said a property manager surnamed Xia. “Drivers don’t have to wait at the entrance. Even in peak hours, the waiting time is less than five minutes.” (Source: Washington Post)

In order to deeply put the Scientific Outlook on Development and the spirit of the 3rd Plenary Session of the 18th Central Committee of the CPC (Communist Party of China) into practice, and further give play to the promotion role of smart city construction in economic and social development, according to the strategic deployment about accelerating smart city construction and taking the lead in realizing basic modernization in Wuxi, the action outline is hereby formulated.

Relevant departments shall, according to the overall deployment of the Planning on Development of Information Communication Infrastructure Construction during the 12th Five-Year Plan in Wuxi and the Planning on Space Layout of Information Communication Infrastructure in Wuxi (2013-2020), vigorously propel construction of 4 major projects including optical network city, wireless city, broadband acceleration and integration of three networks, actively promote co-construction and sharing of base station, pipeline and other basic resources, speed up construction of the next generation radio and television network, expedite coverage of 4G network in the whole city, realize gigabyte bandwidth to enterprises, 100 megabyte bandwidth to families and 20 megabyte bandwidth to villages, continue to expand city exit bandwidth, constantly improve network service quality and processing capacity, construct the next generation demonstration platform of internet innovation and development, and expand user scale and network application; shall actively propel pilot project of integration of three networks, vigorously develop emerging integrated businesses, and enhance cloud media television service ability; and shall promote construction and development of 100 quadrillion super computer, Sugon city cloud platform, Taihu enterprise cloud platform and Huayun service cloud platform, boost construction of a batch of cloud computing centers including China Telecom International Data Center Expansion, China Mobile Business Mansion, China Unicom Cloud Computing Regional Center and Jiangsu Cable Network Data Center, set up a series of professional cloud systems which face city management, people’s livelihood service, industry application and other aspects, and form cloud computing infrastructure service ability that can radiate South Jiangsu even the Yangtze River Delta. Beyond 2016
Smart city construction in Wuxi in 2016 will take another large profound step: investing communication infrastructure construction in the whole city with no less than RMB 3.5 billion, newly increasing 2,499 4G base stations, making number of free wifi access points exceed 50,000… This was learnt from the informatization working conference in the whole city held on February 29.
