Taoyuan’s diverse industrial clusters contribute to the highest industrial output in the country.
Vision: To transform Taoyuan into a sustainable, livable, and net-zero city.
Policies: Utilizing smart technology to address urban challenges, promoting convenient services through innovative thinking, implementing digital governance to plan the city’s blueprint, and driving change through talent cultivation
Objective: Enhancing citizens’ quality of life domestically and achieving international recognition by reaching net-zero emissions by 2050.

Brief outline of the low carbon town development plan

Position “Industrial Transformation,” “Green Transportation Implementation,” and “Renewable Energy and Energy Efficiency” as the three core measures to proactively execute net-zero and carbon emission reduction policies.
For “Industrial Transformation,” the city assists industries in transitioning from high-carbon clean fuels. Taoyuan has successfully joined the Powering Past Coal Alliance in 2023 to gradually phase out coal use and propose alternatives like natural gas or electricity.
For “Green Transportation Implementation,” the city continues to develop the rail transport system and promote transportation electrification, especially with initiatives like the “Happy Mileage 30 km” program and the T-PASS commuter monthly pas to increase public transportation usage. Additionally, the city sets clear targets for electrification, such as full electrification of urban buses by 2030 and ensuring 100% electric government and school vehicles.
For “Renewable Energy and Energy Efficiency,” the city develops renewable energy in line with national energy stability and offers subsidies for energy storage to balance green energy supply & demand, maintaining the leading photovoltaic installation capacity in northern Taiwan. Additionally, the city supports industries in greenhouse gas inventory, energy-saving improvements, and implementing smart management systems through green factory initiatives and industry support teams, facilitating a gradual transition to net-zero emissions.

The Taoyuan City Government has established the Sustainable Development and Climate Change Response Committee, with progress tracked and managed every two months by city leaders.

The Taoyuan City Government collaborates with relevant city agencies, local businesses, industries, and non-governmental organizations to develop the plan through regulations, guidance, and incentives.

How is/will be the development of the town funded?

1. The plan is executed through the Taoyuan City Government’s municipal budget; 2. The city also seeks funding support from the central government.
