Cooperative Energy Efficiency Design for Sustainability (CEEDS) Phase 3 Workshop #2


The purpose of the CEEDS Phase 3 Workshop #2 is to report on progress, issues, & future plans since Phase 3 Workshop #1  in September.

Background of CEEDS

The objective of the APEC CEEDS (Cooperative Energy Efficiency Design for Sustainability) project is to promote “high-performance” energy efficiency policies and measures in economies in the APEC region, especially developing economies. Specifically, the project assists economies who wish to design and implement measures for achieving energy efficiency improvements in a specified sector. The focus will be on how to apply such measures to the unique conditions of each economy.

CEEDS builds on many of the information-sharing concepts that have made PREE successful. However, while PREE considers the whole range of energy efficiency policies and measures for one economy at a time, CEEDS considers policies and measures for several economies in one sector at a time.

CEEDS consists of two sets of activities that are closely integrated. The first is an analysis of the potential energy savings that might be obtained in the APEC region if each participating APEC economy were to adopt the high-performance measures. This activity is a research activity, with APERC’s researchers taking the lead. The second is a series of two workshops organized by a host economy, focusing on how these measures might be implemented in the participating APEC economies. As with PREE, the delegates at the workshop take the lead, with invited speakers sharing their expertise. APERC researchers assist at the workshops by helping to organize and moderate the discussions, as well as reporting the outcomes.

CEEDS is a multi-year project. CEEDS Phase 1 examined “Appliance Energy Efficiency Standards and Labeling” measures in the residential/commercial sector. The first workshop was held in October 2009 in Taipei and the 2nd workshop was held in March 2010 in Tokyo. Six economies–Chile, China, Malaysia, the Philippines, Thailand and Viet Nam– participated. CEEDS Phase 2 will examine “Building Codes and Labeling for Energy Efficiency” measures in the residential/commercial sector, with Thailand and Hong Kong, China hosting the first and second workshops, respectively.
