This project directly responds to APEC Energy Ministers Meeting in Fukui, Japan in 2010 to accord priority on the low carbon cities issue. It is an initiative to enhance human capital development in the area of green township/eco city that would lead to sustainable development within APEC Economies and help promote foreign direct investments in the sector among member economies. The main focus for the programme is to develop a framework on green township/eco city and assessment tool that can be used as a guide for APEC economies to develop their own green township/eco city. The two-day seminar/workshop is aimed to share best practices and policies that have been successful in promoting low carbon city, to share the knowledge on green initiatives especially on the use of green technologies and to increase the number of expertise in this field.

The Government of Malaysia is moving towards developing green townships agenda in Malaysia. In the 2010 Budget speech, the Right Honourable Prime Minister of Malaysia had announced to develop Putrajaya and Cyberjaya as the pioneer green townships and will be a model for future development of similar township in the country. The Ministry of Energy, Green Technology and Water with the Malaysian Green Technology Corporation have developed the Low Carbon Cities Framework and Assessment System also known as the LCCF, to facilitate the development of low carbon city in Malaysia. This document is not a rating system but is a performance based system made out of 4 elements namely urban environment, urban infrastructure, urban transportation and building. This document will assist local authorities, township developers and designers in using appropriate strategies that will reduce the levels of GHG through the identified criteria. It will also help the users to assess their current baseline and provide them with insights on how the GHG levels can be reduced.
